For the purpose of setting up an International Federation of Arabian Horseracing, bringing together all national and international Arab Horse Racing Associations,

  • (AFAC) Association Française du Cheval Arabe de Course
  • (DRAV) Deutscher Rennverein für Arabische Vollblüter e.V.
  • (AHRCB asbl) Arabian Horse Racing Club of Belgium
  • The United Arab Emirates Equestrian and Racing Federation
  • The Qatar Racing and Equestrian Club
  • (SAHRC) Swiss Arab Horse Racing Club
  • The Racing Board of the Arab Horse Society (United Kingdom)
  • (ARCA) Arabian Racing Club of Austria
  • (DARC) Dutch Arabian Racing Committee

All founding members of the International Federation of Arabian Horseracing Authorities move that the Statutes hereunder be adopted.


As approved by the IFAHR General Assembly in Paris, on October 6, 2012

I. Creation. Objects. Name. Registered Office. Duration

Art. 1

All Members, without regard to the date of actual signing, do hereby agree to move that the statutes hereunder be adopted and replace any and all other statutes for IFAHR - a non-profit organisation according to the French Law dated July 1st 1901 (hereafter the "Federation")

Art. 2

In order to encourage the global development and growth of the sport of Arabian Horse Racing, the Federation shall

  • Universally adopt the term 'Arabian horse racing'.
  • Facilitate international competition between Arabian racehorses by:
    recommend harmonization of recording methods
    recommend harmonization of rules of racing
    recommend harmonization of handicapping methods
  • Establish and recommend standards of acceptance of horses for participation in Arabian horseracing
  • Promote and facilitate Arabian horseracing in Member countries
  • Foster and develop exchanges between Arabian horse racing authorities and racing authorities of the member countries without discrimination
  • Publish or foster the publication by member countries of a database of racing information, race plans, racing results and statistics of Arabian horseracing utilising universal recording methods.
  • Encourage sponsorship but promote financial independence
  • Harmonise and co-ordinate racing conditions for international and national races
  • Create and recommend rules that are to control and secure total integrity in Arabian horseracing
  • Represent Arabian horseracing with other racing organizations
  • Maintain a Pattern Race system and calendar

Art. 3

The designation of the Federation is:
International Federation of Arabian Horse Racing Authorities
with acronym:

Art. 4

The registered office of the Federation shall be at:

This can only be transferred by decision of the General Assembly.
The postal addresses shall be those of the elected secretary and treasurer.

Art. 5

The duration of the Federation is not limited in time.

II. Membership

Art. 6

Members of the Federation are the Founder Members and any Arabian racing authority of any country that shall be, upon application, admitted as member to the Federation, provided such authority is a bona fide Arabian racing authority. Applications are presented by the Executive Council for ratification by General Assembly Meeting (Executive and General Assembly Meeting are defined in Ch. III).

Art. 7

The annual membership fees to be proposed by the Executive Council and submitted for acceptance to the General Assembly, with a minimum annual subscription fee of 200 euros for small countries.

Art. 8

Any Member may resign from the Federation provided that they address their request to the Chairman.

A full member (including Founding Members), whose dues have not been received by IFAHR by the end of May, will not have the right to vote during the GA or any Extraordinary General Assembly of that year. It will be addressed the question ‘why and if’ it wants to become a ‘sleeping member’. In the absence of answer within a fixed delay, it will subsequently become a ‘sleeping member’.
‘Sleeping members’ don’t have the right to organise Pattern Races.
‘Sleeping members’ are considered so until which time they become current on dues payment and are approved as full member by the Executive Council.

A membership can be terminated for serious matters, provided that such a member shall have the right to be heard before the General Assembly, where the decision shall be taken by a majority of two thirds of the vote cast

Art. 8 Bis

Whenever several Racing Authorities of the same country are accepted as Members, all of them shall pay the membership fee, but only one vote during the GAM will be allowed to that country.
The further members can only be a Racing Authority.
It is the task of the several Members of the same country to decide upon their voting delegate. If these Members can not come to a decision upon their common voting delegate, the EC will provide information and recommend which Member of that country issues the delegate. This recommendation has to be submitted to the GA for approval vote.

III. Organisational Structure


The General Assembly shall be the main authority of IFAHR.
The General Assembly shall meet at least once every calendar year upon invitation by the Chairman (definition see Art. 10) of IFAHR and the meeting is to be conducted in the English Language.
The Chairman of IFAHR chairs the General Assembly or delegates this to the Vice-Chairman or upon request of the latter, to another person appointed by the E.C.

Notice shall be given by the Chairman at least 60 days prior to the date of the GA-meeting. The agenda shall be sent out minimum 20 days prior to the meeting.

All members shall be convened to and are entitled to attend the General Assembly.
Each member country shall be entitled to one voting delegate in the General Assembly. The name of the delegate has to be given at least 14 days prior to the General Assembly.
Each Member is furthermore entitled to one observer.
The Executive Council is entitled to invite observers and speakers to the General Assembly.

The General Assembly shall discuss the Agenda as established by the Chairman and any issue relating to the objectives defined in Article 2 hereof brought forward by any member, under the item “other business”. Decisions concerning these latter topics can only be valid if the item was put forward 30 days prior to the meeting as to be included in the agenda.

The ordinary business of the Annual General Assembly shall be:

  • to receive a report from the Chairman and from the Secretary
  • to receive an annual statement of income-expenditure and a balance sheet for the past year as well as the budget for the coming year, as established by the Treasurer.
  • to consider matters which are relevant to the General Assembly
  • to consider any “other business”

Votes of the General Assembly will be valid if half of the members of the Federation are represented by voting delegates (including proxy votes).
Proxy votes are allowed on the items of the Agenda.

All motions shall be decided by a simple majority of the votes cast by a show of hands or by secret ballot if:

  • specific people or countries are concerned by the vote
  • or specifically requested by a member.

All General Assembly meetings other than the Annual General Assembly, shall be known as Extraordinary General Assembly. These EGA have to be convened with a minimum of 20 days ahead notice, containing the agenda.

Alterations and additions to the Statutes shall only be voted at the Annual General Assembly if at least 2/3 of the Members are represented or at an Extraordinary General Assembly, independent of the number of members represented, and passed by a majority of not less than two thirds of the votes cast.


The Members of the Executive Council are elected by secret ballot for a four-year term of office by the General Assembly (voting delegates), and is constituted by eight representatives of members of the General Assembly. Eventual modification of this number is to be decided by the General Assembly.
Each member (country) shall be entitled to put forward one candidate for election in the Executive Council.

Renewal of the Executive Council happens by elections of half of its members every second year.

The Executive Council shall from among its members elect by secret ballot the Chairman, the Vice chairman, the Secretary and the Treasurer. These four persons are to be referred to as the “Board”.
No person is allowed to hold more than one of the above positions.

The Chairman chairs the Executive Council and has the casting vote.
Meetings of the Executive Council are to be conducted in English language.
The Executive Council shall have the authority to confer duties and/or responsibilities upon the Board.
The Board shall run the daily affairs of IFAHR and suggest and report to the EC.

The quorum required for any decision to be taken during a meeting of the Executive Council shall be half plus one of the members of the said Executive Council.
Decisions within the Executive Council shall be taken by majority of votes cast
Proxy vote can be used in meetings of the Executive Council in as far as the quorum is attained in physical presence.

The role of the Executive Council is:

  • Managing IFAHR
  • Preparing and propose to the Annual General Assembly, the budget for the following financial year to be presented to the GA by the Treasurer.
  • Propose to the GA the level of Members' fees,
  • Propose to the GA, the date, venue and agenda of the next General Assembly,
  • Propose to the GA the IFAHR policy,
  • Examine issues concerning Arabian racing,
  • Define the tasks and appoint the members of eventual committees
  • In general, decisions concerning the daily running of IFAHR on matters not within the remits of the General Assembly.

All offices in the Executive Council and Board are honorary, however some expenses may occasionally be covered.

Expenses that are to be reimbursed must be approved by at least two members of the Executive Council other than the beneficiary.

Art. 11

Meetings of the Executive Council shall be convened by the Chairman or by half of the Executive Council members, at least twice a year, and as often as may be necessary for the good management of the Federation. Notice of the meetings shall be sent out 2 weeks ahead and contain an agenda of matters for discussion and resolution.

Members of the Executive Council may be removed from office by a vote of non-confidence of the General Assembly, requiring a simple majority.

An Executive Council member who fails to attend 2 consecutive meetings or 4 meetings during his term, without valid reason, can be removed from office by decision of remaining Executive Council.

Any vacant seat in the Executive Council, shall be filled at the next General Assembly until the next regular Executive Council elections.

IV. Rights of National Authorities

Art. 13

Members shall recognise the right of national Arabian horseracing Authorities to have their own regulations, but members shall also recognise the dominant aim of the Federation, which is to harmonise regulations among member Authorities.

V. Finance

Art. 14

Resources of the Federation are:

  • Annual fees of memberships
  • Possible subsidies by sponsors
  • Any other means authorised by law

VI. Dissolution

Art. 15

The Federation shall be dissolved if the Executive Council shall decide that a dissolution is advisable and the said decision shall be confirmed by a resolution passed at an Extraordinary General Meeting specially convened ( with a minimum of 20 days notice containing the agenda), by a majority of not less than two thirds of the votes cast. The Extraordinary General Meeting shall then appoint one or two liquidators who shall be responsible for the liquidation of the Federation.

VII. Disputes

Art. 16

Any dispute that may arise between Members of IFAHR may be submitted to a Conciliation Committee, made up of a minimum participation of the Chairman and 2 members of the Executive Council.

Appeals against decisions of the Conciliation Committee, shall be lodged with an Appeal Committee, made up of 3 delegates, having no seat in the Executive Council and not concerned by the dispute.

Proceedings of the Conciliation Committee and the Appeal Committee should follow the French Law.
